Some people don't like the more involved personal story and wanted a more open roleplaying experience. Modiphius is the company you're referring to that makes the tabletop wargame that has a little rpg add-on book, but Modiphius also has an actual fallout rpg book as well, not just the wasteland warfare addon. Gamma World is basically fallout and is a fine system.
